Chinese Hospital Receives $5 Million in Funding to Create a Hospital-Based Subacute Care Unit

Chinese Hospital was the recipient of a $5 million state budget appropriation to improve access to subacute care services in San Francisco Bay Area. The funding was included in the state budget for the first time and was supported by State Assembly Budget Chair Phil Ting (D-San Francisco). It will help Chinese Hospital to build a hospital-based subacute care unit in its facility, to address the overwhelming need in the larger community.

Subacute care provides a high level of care on an inpatient basis for patients post acute illness, injury or disease or complex health problems, and consists of a range of special services and supports, such as post-surgical care, rehabilitation, intravenous antibiotic therapy, wound care, pain management, pulmonary and breathing care, and cardiac care. The goal of subacute care is to improve functional status and overall quality of life in patients. Hospital-based subacute units have a team of round-the–clock doctors, nurses, as well as other healthcare experts with specialized training to handle all emergencies.

Access to subacute care, is a national and regional as well as a state challenge. In San Francisco, we are facing a severe shortage of subacute care beds, with no hospital-based subacute units available to the public. However, the demand for subacute care services is escalating throughout the city and state.

Leadership at Chinese Hospital has been working tirelessly to improve the community’s access to quality subacute care services. To meet the growing needs, Chinese Hospital will create a new subacute care unit in its facility. This $5 million funding will provide seed money to get the project underway, which includes construction, expansion, remodeling, renovation, furnishing, and equipping.

“We want to express our appreciation to State Assembly Budget Chair Phil Ting (D-San Francisco), who requested and secured funding for our new subacute care unit project,” said Dr. Jian Zhang, Chinese Hospital CEO. “We recognize and embrace Chinese Hospital’s important role in safeguarding the community, particularly in times of public health crisis. As such, Chinese Hospital decided to take an important step to create a hospital-based subacute unit to help alleviate the burden on the local healthcare system in collaboration with San Francisco Department of Public Health (SFDPH) and UCSF, and provide quality care to San Franciscans despite the challenges.”

“We must add more beds for San Franciscans who need subacute and skilled nursing care. It’s not fair to force their families and friends to travel long distances to visit their loved ones. The state investment I secured for Chinese Hospital expands local treatment options and takes a step toward bringing health equity to this community,” said Assembly Budget Chair Phil Ting (D-San Francisco).

As an essential part of San Francisco’s health care system, Chinese Hospital will work closely with the city and state leaders to address the gap, so that patients who need subacute care won’t be discharged out of the county.

Chinese Hospital, CCHP and CCHCA Physicians Reunite to Better Serve the Community

In a joint announcement, Chinese Hospital, CCHP and doctors from Chinese Community Health Care Association (CCHCA) pledged to work more closely together for the benefit of the community.

This reaffirms the common mission between the organizations – to reinforce their commitment to the integrated healthcare system to better serve the community in culturally competent and linguistically appropriate ways. The disputes that arose in 2015 between CCHCA and CCHP, a subsidiary of Chinese Hospital, were all resolved.

“We are most pleased to make this announcement on CCHCA’s 40th year anniversary. This reaffirms our ongoing commitment to providing the most needed care for the community. We are strongest together as an integrated system.” said Dr. Jian Zhang, Chinese Hospital CEO. “I would like to thank Dr. Mai-Sie Chan, CCHCA Board President and CCHCA leadership, for their dedication and commitment to finding a way forward.”

For 123 years since Chinese Hospital was founded by the community leaders to provide healthcare for the people in the community, the hospital has inspired numerous health organizations dedicated to serving the people. CCHCA is among the first of those organizations with Chinese Hospital at the center of care.

Dr. Zhang also announced that, “In celebration of CCHCA’s founding in 1982 by community physicians, Chinese Hospital Association will recognize their 40-years of contribution by dedicating a floor in CCHCA’s name, which will also remind all how important it is for the doctors and the hospital to work together for the best interest of our community.”

Chinese Hospital Earns CMS 4-Star Rating

Chinese Hospital is ranked among the top acute care hospitals in San Francisco, according to the Centers for Medicare & Medicaid Services (CMS), which has awarded Chinese Hospital with a four-star rating.

The CMS rating system has a maximum five-star score. Chinese Hospital was one of the only two hospitals in San Francisco received a 4-star rating and none of the hospitals in San Francisco has earned a 5-star. CMS rated more than 4,000 hospitals across the nation, with only 890 receiving a 4-star status.

“We are honored to receive a four-star rating from CMS. This recognition indicates the level of commitment our employees have in ensuring our patients receive high-quality care and have a positive experience,” said Dr. Jian Zhang, Chinese Hospital CEO. “I would like to thank all of them for consistently delivering outstanding service to our community despite the challenges brought on by the ongoing COVID-19 pandemic.”

CMS developed a star rating system in 2016 to help consumers to make more informed decisions about where to seek hospital-based care. The more stars mean the better a hospital performed on standard measures of quality, including readmission, safety of care, patient experience, and mortality.

Chinese Hospital also announced that it was recently recognized and certified by The Joint Commission as a Primary Stroke Center. Stroke is a common cause of death in Asian American populations. In collaboration with UCSF Neurology, Chinese Hospital can now provide 24/7 neurology and stroke care to patients and community, such as the latest diagnosis, treatment and neurology services.

Visionary Entrepreneur Dr. Charles Huang Donates Record $7 Million to Chinese Hospital

Dr. Charles Huang, Chairman of a multi-billion-dollar private equity company in Southern California, donated $7 million to San Francisco’s Chinese Hospital through the Charles Huang Foundation (CHF) which he founded in 2020. The donation reflects the foundation’s vision to bolster, enable, and inspire global development in education, health, and innovation.

This transformative gift marks a recognition of both Chinese Hospital’s successful efforts to control COVID-19 pandemic locally and that of Dr. Huang’s own extensive contribution to the global fight through his companies Innova Medical Group, Inc., Biological Laboratory, Inc, and others

Dr. Charles Huang spoke about this considerable gift. He said, “I am very pleased with this opportunity to support the Chinese Hospital of San Francisco in California through my donation. This institution has an excellent tradition of caring for the people in the local community, especially those in the less privileged backgrounds.  I chose the Chinese Hospital of San Francisco as the first recipient of my major charity donations in the country as my gift will enable it to provide even better access to quality healthcare for those in need the most.

The donation will fund the redevelopment of the six-story outpatient tower. The refurbishment will touch every square foot of the building. The project to rebuild the entire infrastructure, including the electrical backbone has already begun.

Many new services and programs will be added. Foremost among which are adding to subacute care bed units and mental/behavioral health programs. Subacute care bed shortage is a chronic issue in San Francisco and the increase will have a direct positive impact on the hospital’s patients, community, and San Francisco at large. Mental health is another rising public health issue in the U.S. To address the matter and fulfill needs, Chinese Hospital will develop mental/behavioral health programs. Other areas include surgical/endoscopy/same-day surgery suites expansion, nutrition services modernization, and laboratory and registration/lobby improvements.

The redevelopment will allow the hospital to offer more programs and services, improve patient privacy, and create a better environment for patients and community. It will also enhance the emergency response capability of COVID teams. This will enable hospital to better handle other public crises in the future, including increased testing capacity through major technological lab expansions.

Chinese Hospital held its anniversary celebration on Thursday, June 2, 2022, to commemorate 123 years of serving the San Francisco communities. In 1899, Chinese Hospital first opened its doors to provide health care to the underserved Chinese when mainstream hospitals would not. From a little dispensary on Sacramento Street in San Francisco Chinatown to a now nationally recognized hospital along with multiple satellite clinics throughout San Francisco and Daly City, Chinese Hospital is proud to celebrate its 123rd anniversary with an ongoing commitment to improving health in the communities it serves.

“Striving toward a healthier community has been one of our core values from the outset,” said Dr. Jian Zhang, Chinese Hospital CEO. “The past 123 years show that we are no stranger to challenges. Brown, Jr. The 2022 Top Philanthropist Award was presented to Charles Huang Foundation Chairman, Dr. Charles Huang for his exemplary support and commitment to Chinese Hospital and creating a healthy community for generations to come, and the Outstanding Healthcare Hero Award was presented to UCSF Health Affiliates Network President and UCSF Health Chief Strategy Officer, Ms. Shelby Decosta to recognize her outstanding contributions that make a difference not only to the immediate care of individuals, but also to the wider healthcare sector. In addition, Mr. Arthur Chan, Mr. Keith Tsu, and Mr. Kai Man Lee were recognized with the Outstanding Community Leader Award for their continued and enthusiastic support of Chinese Hospital’s mission and the community.

Installation Ceremony for Chinese Hospital Board of Trustees 2022

Since its establishment in 1899, Chinese Hospital has been a pivotal part of the San Francisco community, and relentlessly upholding its mission “deliver quality health care in a cost-effective way, responsive to the community’s ethnic and cultural uniqueness, providing access to health care and acceptability to all socioeconomic levels” despite the pandemic. Over 120 years, Chinese Hospital has gradually evolved to meet the ever-changing needs of the community by expanding its services and delivering patient-centered, quality care. The Installation Ceremony of the Chinese Hospital Board of Trustees 2022 was held on January 26th in a simple and safe manner, with COVID-19 countermeasures in mind.

The Board of Trustees 2022 took the oath of office, administered by San Francisco’s Mayor, Ms. London Breed. Mr. Kitman Chan and Mr. Harvey Louie were pleased to be re-elected as the chair and vice-chair of the board.

Speaking at the ceremony, Mr. Chan thanked all the board members for their time and dedication in making 2021 a success, especially considering the difficulties being faced by our industry. Then, he expressed his sincere appreciation to the management team, medical staff and employees, who have been working tirelessly to safeguard the health and well-being of the community. He also expressed his gratitude to all Chinese Hospital supporters.

“2021 continued to be an extremely challenging year, but I am proud that the board and management and management have worked closely together and made significant accomplishments,” said Mr. Chan.

Mr. Chan highlighted a number of accomplishments of 2021 in his speech, including:

  • Administered close to 50,000 vaccines, tested more than 33,000 people, and visited more than 30 single room occupancy (SRO) buildings in the community.
  • Successfully safeguarded our vulnerable community by providing education, testing, contact tracing, quarantine, linkage of care and vaccination, as well as partnering with San Francisco Department of Public Health (SFDPH) to offer COVID-19 testing at Portsmouth Square weekly. Chinatown community achieved 82% vaccination rate, and remains one of the areas with very low infection rate in the nation.
  • Outperformed most of other similar community hospitals nationwide with a positive EBIDA.
  • Continued to expand collaborations with SFDPH, Zuckerberg San Francisco General Hospital (ZSFGH), UCSF, Kaiser Permanente and other health systems.

Mr. Chan added, “I am honored and humbled to be elected as the chair again but 2022 remains challenging for Chinese Hospital and the health care industry due to COVID-19.” In 2022, Chinese Hospital will sustain and lead the efforts to protect the community from COVID-19, and continue to expand collaborations and partnerships to create new programs and services. In addition, patient safety along with providing excellent patient experience remains our top priority. We will continue to improve the quality of care, as well as enhance our financial viability and operational efficacy.

Chinese Hospital is the only independent community hospital in San Francisco and it is here purely to serve the community.  Over the years, we have played an important role in keeping our community as healthy as possible, especially in the face of the COVID-19 pandemic.

At the end of the speech, Mr. Chan sincerely hoped that the government and community continues to support Chinese Hospital by using hospital and clinics’ services for their medical needs and selecting CCHP as their health plan. By continue working together, Chinese Hospital will grow and emerge stronger than ever in 2022.

Chinese Hospital, in partnership with SFDPH, makes at-home COVID-19 test kits available for the community

In partnership with San Francisco Department of Public Health (SFDPH), Chinese Hospital will distribute at-home COVID-19 test kits to the community, with priority given to the underserved and at-risk populations.

“As the Omicron variant continues to drive up cases, testing is one of the ways we can reduce the spread of COVID-19 in our community,” said Dr. Jian Zhang, Chinese Hospital CEO. “Some of the vulnerable populations here, such as seniors with mobility issues, uninsured community members, SRO residents with certain medical conditions, and new immigrants with limited English proficiency, may have a difficult time accessing COVID-19 tests, so we are prioritizing getting these test kits to these populations.”

San Francisco District 3 Supervisor Aaron Peskin helped demonstrate an at-home COVID-19 test at the event today.

The transmissive nature of the Omicron variant continues to be a major concern for SRO families and seniors, and they deserve culturally-competent services from trusted community partners to help keep them stay safe and healthy,” said Supervisor Peskin. “I thank Chinese Hospital for partnering with the City to distribute test kits quickly to Chinatown’s most vulnerable residents and show them how to administer the tests effectively on themselves.”

“We want to thank SFDPH for providing these hard to find at-home test kits, so we can intensify our efforts to help the people most impacted by this crisis and keep our community safe,” said Kitman Chan, Chinese Hospital Board Chairman.

Dr. Jian added, “There is a shortage of at-home test kits. We want to make sure those at risk are receiving what they need to stay safe and healthy, and perform the test correctly when they receive it.”

The Flowflex COVID-19 antigen home tests are 93% accurate in detecting positive cases and 100% accurate in detecting negative cases if the nasal swab specimen is collected properly. It could be used if you have COVID-19 symptoms or have been exposed or potentially exposed to an individual with COVID-19, and before gathering with others who are at high risk for infection. Carefully read the instructions before performing the test.

If your test result is positive, you should stay home, follow the current isolation and quarantine guidelines. Also, contact your primary care provider (PCP) and tell your close contacts that they may have been exposed to COVID-19. If you don’t have a PCP, you can call Chinese Hospital COVID-19 hotline: 1-628-228-2828 to arrange linkage of care. Even if your test result is negative, please continue to wear a mask, maintain distance from others and take other precautions. Talk to a healthcare provider if you have questions about the test or your results.

The at-home test kits will be provided at Support Health Services, located on Floor B1 at Chinese Hospital.

While supplies of the test kit are limited, the staff there will screen and provide at-home test kits to the people who meet the criteria. Support Health Services also provides other COVID-19 related services, including COVID-19 vaccines and booster shots. Vaccination is still the best way to protect you and others from Omicron and prevent severe illness and death. Please get vaccinated if you haven’t yet.

Chinese Hospital will continue to work closely with the city and state to ensure the at-home test kits reach people in need. When more test kits become available, it will be announced on our website (www.chinesehospital-sf.org/covid19-testing-services).

UCSF Health, Chinese Hospital Sign Collaboration Agreement

UCSF Health and Chinese Hospital have signed an agreement to collaborate on neurology and stroke services that meets the needs of the Asian and Chinese communities.

UCSF Medical Center is ranked #1 in the United States for neurology and neurosurgery, according to the 2021-22 Best Hospitals survey by U.S. News & World Report. The collaboration aims to improve neurology and stroke care, and establish a primary stroke center at Chinese Hospital.

”UCSF is delighted to partner with health systems serving our diverse San Francisco community, with the goal of offering enhanced care close to home,” said Shelby Decosta, President of UCSF Health Affiliates Network and Chief Strategy Officer. “We are proud to collaborate with Chinese Hospital, which has a longstanding reputation for providing culturally sensitive, quality health care to patients across all socioeconomic levels.”

As part of the agreement, UCSF Neurology will provide teleneurology services, where a UCSF neurologist is available 24 hours, 7 days a week to provide video consultation on stroke and other neurology cases at Chinese Hospital. UCSF will also support Chinese Hospital’s effort to build a certified stroke center to provide high quality care for stroke patients.

“UCSF neurologists will be supporting Chinese Hospital in a way that allows them to treat stroke patients quickly and efficiently,” said Anthony S. Kim, MD, Medical Director of the UCSF Comprehensive Stroke Center. “For these patients, this will lead to better care and outcomes because every second counts when treating stroke.” Additionally, patients at Chinese Hospital will have access to inpatient teleneurology consultations for any neurological problem beyond stroke, he said.

“This partnership is working to address a public health problem in the Asian American community, for whom stroke is among the leading causes of death,” said Dr. Jian Zhang, Chinese Hospital CEO. “In particular, our patient population is considered at high-risk of developing this condition and will surely benefit from this program. We are pleased to partner with UCSF who shares our vision for health equity and enhances our ability to provide this important service to the community.”

Neurology is one of the many programs that UCSF and Chinese Hospital have recently partnered on. Honorable Willie L. Brown, Jr Accepts Board Advisor Role at Chinese Hospital

The Honorable and Former San Francisco Mayor Willie L. Brown, Jr recently accepted the invitation to serve as an advisor to the Chinese Hospital Board of Trustees. Mayor Brown will be the first to serve in this newly created role.

As the committee co-chair of Chinese Hospital’s perennial Charity Golf Tournament, Mayor Brown has been a strong supporter of the Chinese Hospital community for many decades. In his expanded role as Board Advisor, Mayor Brown will be working closely with Board members and advising on long-term strategies for the Hospital and government relations.

“It’s an honor to be invited to serve as an Advisor for the Chinese Hospital,” said Mayor Brown. “This healthcare institution earned high marks from the City for its very professional and caring participation in the pandemic crisis facing our city.  As the only independent hospital in San Francisco, it presents the most flexible opportunity for quality healthcare for the whole city.”

Mayor Brown will provide guidance and advice to Chinese Hospital as the Hospital vigorously regroups and plans for its future beyond the pandemic. Since the beginning of the pandemic, Chinese Hospital has been leading the efforts in preventing COVID-19 transmission through education and testing; responding to community outbreaks; providing clinical support and linkage of care; and administering vaccinations. As a result of its leadership during this critical time, Chinatown was consistently reported as having one of the lowest case positivity rates throughout the pandemic and was also among the areas with the highest vaccination rates in San Francisco.

In the late 1800’s, Chinese Hospital was founded to serve the Chinese railroad workers who were denied access to health care and were blamed for spreading tuberculosis. Today the Hospital is leading the fight against the pandemic and anti-Asian hate crimes, at a time when the virus is being called “the Chinese virus” and used against the Asian community.

Chinese Hospital San Francisco Canopy Health announces the addition of Chinese Hospital to its network alliance in 2021

Canopy Health is pleased to announce the addition of Chinese Hospital to its network alliance effective October 1, 2021. Chinese Hospital provides medical, surgical and specialty care to a multicultural community in the San Francisco area. “Chinese Hospital is a great addition to our strong network of hospitals in San Francisco which includes UCSF Health, Dignity Health and Zuckerberg San Francisco General Hospital,” says Canopy Health CEO, Mike Robinson. “We partner with UnitedHealthcare and Health Net to offer more affordable access to Canopy Health’s powerhouse network of hospitals and medical groups, which now includes Chinese Hospital.”

Canopy Health has grown rapidly, adding four hospitals to its alliance since 2019. With this recent addition, the network now encompasses 23 distinguished Bay Area hospitals. A feature unique to Canopy Health is the Alliance Referral Program which empowers members to seek referrals for care anywhere in the Canopy Health network. This program allows members convenient access to care where they live, work and play.
