Position Summary

The Clinical Systems Specialist will have the responsibility for the analysis, design, development, documentation, implementation and maintenance of business processes related to healthcare information systems. Other activities will include the identification of system and process issues that require definition and resolution within the organization. The position will serve as a liaison between clinical departments, physicians and information systems, ensuring that applications are current, accurate, responsive, and confidential and meet regulatory standards for providing care.

Essential Duties and Responsibilities

  • Supports users during implementation or system upgrades and as needed in analyzing design issues and/or in troubleshooting issues.
  • Develops training guides to assist staff in the transition from current release levels as well as current automation and integration to new automated practices, incorporating change management principles.
  • Provides daily user support by troubleshooting problems or answering questions to resolve issues from users.
  • Performs maintenance to data files using automated processes whenever practical and oversees the maintenance of critical profiles and master files.
  • Assures proper planning, engineering, documentation, installation and testing of enhancements to meet end user requirements; manages system maintenance activities.
  • Reporting and analyzing clinical, operational, financial, quality and billing healthcare data.
  • Maintains workflow as it relates to ambulatory setting for scheduling, billing, and charge file and system maintenance.
  • Functions as a knowledgeable resource regarding the integration of HIS, and ensures effective problem resolution.
  • Develops integrated test plans and performs testing and troubleshooting with multiple departmental Information Technology (IT) resources.
  • Participates in the development and review of training and policy and procedure materials.
  • Creates work plans and monitors progress of project tasks; monitors project work schedules and completion dates.
  • Oversees and performs system testing and quality assurance for application enhancements and upgrades.
  • Maintains system interfaces with Electronic Health Record (EHR) (Cerner Millennium Solution).
  • Ensures regulatory requirements are met with system capabilities; works with multidisciplinary healthcare teams in the specification, implementation and ongoing support of Computerized Physician Order Entry (CPOE).
  • Key focus on workflow technology related to Revenue Cycle charges to Radiology, Cardiopulmonary and any other key departments interfaces.
  • Reviews, analyzes, refines and evaluates existing programs and interfaces.
  • Provides support for the technical and administrative resolution of problems pertaining to clinical integration issues with ancillary application outpatient and impatient settings.
  • Develops procedures as needed for both IT and other support services to maintain system performance, usability and uptime.
  • Coordinates and attends project team meetings and user meetings.
  • Follows HIPAA, OSHA and Compliance Plan regulations.
  • Follows Hospital and Department policies and procedures at all times, including but not limited to: Administrative Manual, Environment of Care, Human Resources, Infection Control, Corporate Compliance, Code of Ethics, etc.
  • Attend, actively participate and complete in-services, training classes, mandatory classes, seminars/workshops, staff meetings, exercises and drills; reads all department communication and assigned materials.

Qualifications

Required

  • College degree with an emphasis in healthcare/clinical computer information systems.
  • Must have proven analytical and technical skills to be able to devise new and adapt existing methods, techniques, and procedures to meet specific requirements.
  • Must be able to establish and support standards appropriate for areas of responsibility.
  • Excellent customer service skills; verbal, written, and listening skills are required.
  • Proven leadership; mentoring and team development skills required.
  • Preferred 2 years working experience with clinical interaction with Cerner Millennium.
  • Strong knowledge of Health Information Systems as it pertains to clinical deployments, revenue management, financial integration, and ancillary product integration.
  • Strong understanding of medication administration record, clinical decision support, and hospital workflow.
  • Working experience with physicians and nurses as it pertains to the integration of outpatient and inpatient system methodology.
  • Working knowledge and experience with either ambulatory or acute care facets of Cerner Millennium.
  • Strong working knowledge of ancillary departments and workflow.
  • Working knowledge of HIPAA and OSHA compliance standards and regulations.
  • Outstanding listening and interpersonal skills, with the ability to effectively work and communicate with providers and practice staff.
  • Computer proficiency (Microsoft Office) (EMR knowledge a plus)
  • Strong communication skills.
  • Ability to effectively present information, both verbal and written.
  • Ability to take initiative, adapt to changing priorities, and work independently
  • Strong time management and prioritization skills
  • Ability to multi-task with a high level of efficiency and attention to detail

Physical Requirements

While performing the duties of this job, staff is regularly required to sit, stand, walk, talk and/or listen. He/she uses his/her hands to do computer work, write reports, do equipment set-up/cleaning/storage, clerical support, etc. He/she will be using the phone frequently. Good vision is needed to be able to read schedules, enter accurate data, etc. He/she must have good general health and demonstrate emotional stability so as to carry out the above-enumerated duties.

  • Use proper body mechanics when handling equipment
  • Standing, walking and moving 50% of the day

Complies with Chinese Hospital Compliance Handbook including Code of Ethics and all statutes, regulations, guidelines applicable to federal and state programs. Responsibilities include, following the guidelines and reporting suspected violations of any statute, regulations, agreements or guidelines applicable to all healthcare programs.
