Position Summary

Human Resources Manager develops and administers human resources programs and policies including staffing, compensation, benefits, immigration, employee relations, training, and health and safety. Ensures human resources strategies align with organizational business goals. Supervise front line HR Service Center daily functions with the delivery of HR transactions, processes, and general inquiries for the HR Service Center. Manage the daily activities of the HR staff and provide direction for escalated issues.

Essential Duties and Responsibilities

  • Provides guidance to the HR staff on escalated issues and technical support in the completion of employee requests.
  • Provide training, coaching and performance feedback to the HR staff.
  • Provides administrative support with HR Director to conduct improvement of HR goals, and services to ensure better relationship overall for proper alignment of the organization’s objectives.
  • Provide personnel policy and procedure guidance to employees and management.
  • Partner with Payroll Manager for payroll, pension and survey audits.
  • Coordinate hiring processes; review applicants, on-board new hires, background checks and ensure all mandated compliances are met.
  • Manage administration of benefits, and leaves of absences according to polices and/or federal, state or local regulations.
  • Handle EDD Unemployment/Disability and Worker’s Compensation claims
  • Maintain personnel files and documentation for investigative reporting or disciplinary actions.
  • Mentor team for cohesiveness and viewpoints to enhance HR strategies.
  • Respond to human resources-related inquiries, (i.e. employment and Benefits, retirement, LOA’s, medical plans, compensation etc.), refer technical or complex issues to Director, or appropriate staff.
  • Advise managers and associates about Hospital policies and procedure. Use sound judgment in referring sensitive or complex issues to colleagues, and have awareness of the urgency in a specific issue.
  • Have strong customer service approach.
  • Research specific issues to prepare for Director, as needed, meeting deadlines.
  • Work closely with HR Assistant to insure efficient office logistics, including; answering phones, greeting visitors with exemplary customer service, taking ID photos, verifying employment, opening mail, preparing mailings, ordering supplies, tracking on demand checks, scheduling meetings, filing, etc.
  • Participate in the development and implementation of employee policies and updates the Employee Handbook.
  • Follows Hospital and Department policies and procedures at all times, including but not limited to: Administrative Manual, Environment of Care, Human Resources, Infection Control, Corporate Compliance, Code of Ethics, etc.
  • Attend, actively participate and complete in-services, training classes, mandatory classes, seminars/workshops, staff meetings, exercises and drills; reads all department communication and assigned materials.
  • Customer Service – Provides excellent customer service and shows compassion to all patients, visitors and co-workers. Seeks feedback to ensure all needs are met. Anticipates and recognizes the concerns of others, even if those concerns are not openly expressed.
  • Communication – Keeps manager and team informed of progress, problems, development and plans. Gets along and interacts positively with co-workers and others.

  • Bachelor’s degree in Human Resources related field, Master’s Degree preferred.
  • Two years supervisory experience.
  • 3 – 5 years’ experience in HR operations.
  • Strong Computer proficiency (Microsoft Office, HRIS)
  • Strong communication skills.
  • Ability to effectively present information, both verbal and written.
  • Ability to take initiative, adapt to changing priorities, and work independently
  • Strong time management and prioritization skills
  • Ability to multi-task with a high level of efficiency and attention to detail

Physical Requirements

While performing the duties of this job, staff is regularly required to sit, stand, walk, talk and/or listen.  He/she uses his/her hands to do computer work, write reports, do equipment set-up/cleaning/storage, clerical support, etc.  He/she will be using the phone frequently.  Good vision is needed to be able to read schedules, enter accurate data, etc.  He/she must have good general health and demonstrate emotional stability so as to carry out the above-enumerated duties.

  • Able to lift up to 30 pounds
  • Use proper body mechanics when handling equipment
  • Standing, walking and moving 50% of the day

Complies with Chinese Hospital Compliance Handbook including Code of Ethics and all statutes, regulations, guidelines applicable to federal and state programs. Responsibilities include, following the guidelines and reporting suspected violations of any statute, regulations, agreements or guidelines applicable to all healthcare programs.
